• Served 31 years in the Canadian Forces (Retired Commodore).
• Former Deputy Surgeon General for Canada working with Health Canada.
• Appointed Director General for the Laboratory Centre for Disease Control. 
• Served in the Canadian Auditor General’s Audit Principal and Senior Medical Advisor.
• Took on responsibilities for rebuilding the Emergency Medical Response Capacity for Canada.
• Dr. Shannon has been actively engaged in medical bio-oxidative (O3 based), research since 1987.
• Responsible for the first human clinical trial to have been approved in North America (examining the efficacy of O3 delivered via autohemotherapy in the treatment of AIDS).
• Dr Shannon has worked in the area of hospital disinfection for eight years and successfully led the research team that secured full US EPA approval in 2017.

Dick Erik Zoutman, MD, FRCPC, CCPE, C.Dir

Distinguished academic at the Department of Pathology & Molecular Medicine (Medical Microbiology) and Infectious Diseases, at Queens University, Kingston, Ontario, Canada.Dr. Zoutman is also the Inaugural Chief of Staff at Scarborough Health Network in Toronto.

A primary focus of his investigative work, producing over 100 publications, has been understanding the prevention and control of healthcare associated infections and related medical quality issues. Dr. Zoutman’s work and collaborations in the infectious diseases surveillance and prevention and pandemic preparedness span the globe from North America, South America, the Balkans, the Middle East and Africa.

During the 2003 outbreak of SARS in Toronto Dr. Zoutman chaired the Ontario SARS Scientific Advisory Committee responsible for advising the Ontario Government on Mitigation of the SARS outbreak.
